The centre on Whitby Street, in Hartlepool, will house the town’s Start drug and alcohol support service and is designed to improve access to specialist treatment in a modern and welcoming environment.
Construction of the purpose-built facility began in 2025 using modern methods of construction (MMC) delivered by modular specialists Portakabin.
Councillor Gary Allen, Chair of the Adult Services and Public Health Committee at Hartlepool Borough Council, said: “I’m delighted to see the opening of the new Start Drug and Alcohol Treatment Centre.

“This facility will make a real difference to people in our community who are struggling with drug or alcohol use.
“By bringing a range of specialist support under one roof, the centre will help people access the right care and give them the best possible chance of recovery.
“It’s not just about treatment, it’s about offering hope, stability and a pathway to a healthier future.
“For individuals and families affected by drugs or alcohol, this centre represents a safe, welcoming place where people can take those first steps toward rebuilding their lives.
“Today marks an important milestone for Hartlepool, and I’m proud of the partnership work that has made this possible.”
The centre includes 18 consultation and clinical rooms, a dedicated waiting area, multiple meeting rooms, and modern office space.
It is designed to offer a calm, safe, and welcoming setting for everyone who enters, whether they are beginning treatment, supporting a loved one, delivering care, or partnering with the service.
MMC delivered a new centre for the community
James Pearson, Divisional MD at Portakabin, said: “This project is about much more than a new building; it’s about creating a space that genuinely supports the local community at a critical point in their lives.
“Working closely with Hartlepool Borough Council and the Start team, we’ve delivered a welcoming environment, designed so that everyone who uses it feels supported from the moment they arrive.
“By using modern methods of construction, Portakabin was able to respond at speed, delivering high-quality, purpose-built facilities within a short timeframe, helping essential services get up and running when the community needed it most.
