Scottish Parliament has launched a tender for a mechanical and electrical maintenance contract covering its Holyrood estate for up to 10 years.

Mitie secured the previous mechanical and electrical building-maintenance contract in December 2017 for £15.8m.

In December 2025, the Scottish Parliament extended the deal by 15 months, from April 2026 to June 2027, at a cost of £2.6m to allow time to procure and mobilise its replacement.

The new contract will run for an initial five years, with the client able to extend the deal by a further five years.

The successful bidder will provide a full-time onsite team, backed by specialist subcontractors, to maintain mechanical, electrical and building services.

The scope includes asset management, statutory compliance, minor works, project orders and an on-call service covering 24 hours a day, 365 days a year.

Mechanical and electrical works will include maintenance and replacement of fixed assets, plumbing, drainage, controls, emergency lighting and lightning protection systems.

The contractor will also maintain fire-suppression equipment, ventilation systems, fixed wiring, doors, floor finishes, fencing, drainage and other building fabric.

The brief also covers water treatment, building energy management systems, environmental management and the updating of drawings following changes to assets and infrastructure.

The contractor will manage work through the client’s computer-aided facilities management system and mobile applications.

Scottish Parliament procurement details

The procurement is being run through an open procedure and has not been divided into lots.

Technical quality accounts for 60 per cent of the evaluation, with a presentation worth 10 per cent and price carrying 30 per cent.

Transfer of Undertakings (Protection of Employment) Regulations 2006 will apply to the contract.

Bidders must also meet financial, insurance, technical, health and safety, environmental and digital-security requirements.

These include ISO 9001, ISO 14001 and ISO 45001 certification, or accepted equivalents, alongside Cyber Essentials Plus certification or equivalent.

Gas Safe registration and F-Gas Company Certification will also be required where applicable.

The Scottish Parliamentary Corporate Body said community benefits would form a mandatory part of the contract.

Bidders have been invited to propose measures covering employability, education and careers, social enterprises, charities and community initiatives.

Tenders are due by noon on 1 October 2026.
